T his paper deals with the making of Ottoman Çukurova as a region that allows for a framework to ... more T his paper deals with the making of Ottoman Çukurova as a region that allows for a framework to look at issues of landholding and for a perspective on the 1858 Land Code (Arazi Kanunnamesi). The nineteenth century, southeast Anatolian, crescent-shaped area bounded by chains of mountains on three sides and the Mediterranean in the south, known as Adana Ovası to the Ot-tomans, did not have much to do with either the earlier Cilicia or today's Çukurova. 1 The nineteenth century making of an Ottoman region out of this landscape entailed the meshing of very complicated processes including the increase in settled population on the land, intensification of commercialized market mechanisms, creation of contact with the outside world, and investment in agriculture and industry. By the first decade of the twentieth century, these factors had combined and interrelated to produce an economy that sustained growth. The beginning of this regional economy can be observed in the 1870s, from the drastic in-tensification of commercial cotton cultivation into which large investments could be diverted. Such large cotton holdings were even noted by foreign travellers at about the same time: E. J. Da-vis wrote about his surprise at finding virtually no uncultivated spot in Adana and immediate en-virons, where he had expected to see nothing but marshland. 2 Another foreign observer, the Brit-ish Consulate official Bennett, wrote a report on Adana in 1880, stating the emergence of large cotton holdings which had become synonymous with Adana and environs. 3 1 The names and boundaries of the area have changed over time. In today's national geographic understanding of Turkey, Çu-kurova is a much smaller territory than either the Cilician or the Ottoman areas on both the southern and eastern sides.
